With over 28 years of experience with the U.S. Army Corps of Engineers as a licensed Professional Engineer and Administrative Contracting Officer, John D. Moreno has had a remarkable career leading up to his current role as Regional Business Director of the Corps’ South Pacific Division.

In his senior executive position, Mr. Moreno oversees what amounts to a nearly $10 Billion engineering and construction program.  He’s tasked with leading and managing the strategic direction, technical engineering support, and financial operations, as well as supporting the development of matrixed and cross-functional teams in program and project execution.

The program workload he manages alone is valued at over $5 billion annually and includes Civil Works, Military Construction, and Interagency/International Services programs like the $300 million dam safety modification project, the $3.1 billion Department of Veterans Affairs program, and the $2 billion Border Infrastructure program for Customs and Border Protection.

Mr. Moreno grew up in rural California and graduated from both Stanford University, with a Bachelor’s of Science in Civil Engineering, and Massachusetts Institute of Technology, where he earned a Master’s degree in Building Technology in 1991. 

As a graduate student, he immersed himself in research and specialized in studying the insulation properties of foam and advancing the body of knowledge in this field.  Mr. Moreno began his government service in 1992 as a Department of the Army Intern in the Los Angeles District, focused on their construction program. 

After completing the intern program, he continued to successfully climb up the ranks mastering the construction engineering profession across nearly all technical lines of business in the Corps of Engineers, including heavy civil works, dams & levees; navigation; military construction in Europe and the U.S; hospital design, construction and commissioning; support to Overseas Contingency Operations in Afghanistan, and support to the Department of Homeland Security. 

Mr. Moreno’s duties have taken him from California, to New Mexico, Texas, Europe and Afghanistan prior to being inducted into the Federal Government Senior Executive Service.

For his service to the Engineer Regiment, Mr. Moreno was awarded the Bronze Order of the de Fleury Medal, US Army Engineer Association, in 2016.  He was also recognized for continued achievements by Brigadier General Pete Helmlinger in 2016 with the Superior Civilian Service Award.

Fully dedicated to the recruitment and retention of diverse professionals across the organization, Mr. Moreno often engages potential hires directly at conferences. He’s also a highly active mentor, especially with new Hispanic graduates in the engineering and science disciplines.
